the only two axis clinometer that I can find reasonably:

2 axis +-90 degrees, SPI and analog outs

Otherwise its pretty insensitive sensors (there were some with PWM outs on ebay recently that seem to have dissapeared)

I'm building a 4 wheeled rover and I'd like to know what incline it is currently on...

Any other suggestions? Could this be done with gyros (I don't see a straight forward way to) :?

It sounds like you're talking about an accelerometer such as this.
You can have more of a look around if you want, but I would use this term instead on inclinomter.

Well well... probably why I wasn't finding many

I had always assumed accelerometers were for measuring force, not able to measure incline like that.

well the acceleration it is measuring is gravity. :)
